Introduction

Busy at his desk, Selvam was finalizing the report on finances of the company he had joined newly. Selvam was the financial analyst of Cochin International Airport Limited (CIAL), Cochin2. Prior to joining CIAL he had been working at HUDCO as an Economist and was involved in managing projects in the New Delhi Office.

Cochin International Airport Limited had made a bid for Mumbai and Delhi3 airports after the Government had decided to privatize their operations and had called for 'request for proposals'. The report was primarily to understand the CIAL model for future expansion into building airport infrastructure in the various metropolitan cities of India4.

CIAL had planned a separate joint venture with HUDCO and Lufthansa for taking part in the bidding process5. By participating in the process, they had learnt about the formalities, and gained a feel for the whole game...
